In early May, Mayor Mark Mallory and City Manager Milton Dohoney, Jr. presented a phased construction plan for the streetcar, in the wake of Governor John Kasich's recent campaign that resulted in the withdrawal of $52 million in project funding approved last year by a state panel that gave the streetcar project the highest ranking in the state. In October 2010, the U.S. Department of Housing and Urban Development (HUD) awarded Cincinnati a $2.4 million Community Challenge Planning Grant to develop a land development code that will include form-based codes. The grant, the 4th largest award in the country, includes funding for the community visioning process, or city-wide charrette, that will provide the basis for the development of Cincinnati's form-based code.
