
In February 2011, City Council adopted a series of changes to the municipal code based on the recommendations of a Historic Building Loss Task Force. Formed in 2009, the task force was charged with reviewing city policies and procedures that have resulted in the demolition of roughly half of Over-the-Rhine’s historic building stock.
The recommendations are designed to enhance preservation, discourage demolition, and stimulate redevelopment in Over-the-Rhine and other communities. The changes will make the city's process more user-friendly and efficient, and improve the city's approach to both blight remediation and historic preservation, and that hundreds of historic buildings will be saved through earlier, smarter intervention.

In a related effort, the Owner Redevelopment Loan Task Force, charged with finding ways of closing the “development gap” to foster small-scale, owner-occupied redevelopment in Over-the-Rhine, delivered its recommendations to council in January 2011.
The task force, formed in 2009, was charged with developing a strategy for addressing inadequate lending options for vacant, historic building stock. The task force report recommends a pilot project to redevelop six vacant properties surrounding Findlay Market into owner-occupied, single-family homes, and one property into an owner-occupied two family home. The task force designed the pilot to lay the groundwork for a city-wide program.
